The deal could make him the movie side version of Alex Kurtzman where he would be in charge of the Star Trek movie films. JJ Abrams would still have executive producer credit but that is likely mostly a contractual obligation at this point with Abrams getting to take credit but actually having very little involvement in the film or day to day decisions which is where Kinberg would come in. Nothing is known about the origin film except that its being directed by Toby Haynes (Andor) with Seth Grahame-Smith writing the script and aiming for a 2025 release.
This could be seen as a good sign that some Star Trek film will actually make it to theatrical screens this decade. Kinberg's background is action films with heavy special effects and I assume he is good at keep those type of films on budget which will be critical to Paramount. The cost of a new film is the primary reason there has been no theatrical release lately as I suspect they want a film under $100 million and the days of making Star Trek film for even $60 million (Star Trek Nemesis budget) and hoping to be competitive is gone. However keep your expectations tempered as the possible sale of Paramount is not good news for the future of Star Trek. The film is earlier enough in its infancy that a new owner could easily kill it.
